E1: SVM: OAS: Server Manager Showing Incorrect Status of OAS JAS Instances

After applying Windows Operating System updates, the server was rebooted after which the issue began. Server Manager is showing the Web Instances as being down when in fact they are up. The initial summary screen for Server Manager shows all the instances as UP, but when you drill into them they show down when in reality they are up.
Runtime metrics are enabled. This happens to all JAS instances. A second reboot of the server is performed but the issue persists. The version of the Server Manager and Server Agent is Tools Release 220.127.116.11. You have the following configuration:
- Server Manager Console & OAS Web Server are on the same machine, so there is no network or HOST (fully qualified) name issue.
- OPMNCTL command shows a correct status for the HTML server running Oracle Application Server.
- The OAS instance is shows as running, which is the correct status; however the J2EE Container & HTTP Server are not showing up on the OAS Home Page of Server Manager Console.
After applying the Windows(OS) updates a reboot of the server was performed and the problem started.
