Symptoms

After applying Windows Operating System updates, the server was rebooted after which the issue began.  Server Manager is showing the Web Instances as being down when in fact they are up.  The initial summary screen for Server Manager shows all the instances as UP, but when you drill into them they show down when in reality they are up.

Runtime metrics are enabled. This happens to all JAS instances.  A second reboot of the server is performed but the issue persists.  The version of the Server Manager and Server Agent is Tools Release 8.98.3.0.  You have the following configuration:

IMPORTANT NOTE: Please note that Oracle Application Server (OAS) as an application server is NOT supported with JDE EnterpriseOne Tools Release 9.1 or higher.

Changes

After applying the Windows(OS) updates a reboot of the server was performed and the problem started.
