E1: UBE: Jobs in Waiting Status for a Long Time Before Processing OR Jobs Getting Stuck in Waiting Status Forever Intermittently (Doc ID 1354281.1)

Symptoms

Jobs on single threaded queue are always in waiting (W) status for a long time (about 40 seconds) before they start processing (P). This is causing many jobs to remain in W status in the queue. 

Note: While this document describes a scenario specific to OneWorld Xe/ERP8, the same principle applies to any EnterpriseOne release as table F986110 plays a fundamental role in submitting and running UBEs on server. Refer to <Document 1498831.1> and <Document 1502974.1> for information on UBE submission and processing respectively.

Another observed symptom is that intermittently JOBs will get stuck in W(Waiting) status forever and will never get to P(Processing) status. Some duplicate jobs are observed in F986110.
