Symptoms

Customer have just deployed a package to a workstation/web development client.  This could be to install a new client.  Or, it could be an existing client.  You have recently upgraded the local database on your Deployment Server to Oracle Enterprise Edition (OEE) 11gR2 or 12c Release 2.

For a newly installed client logins will give an on-screen pop-up error:

You recently upgraded the local database on your Deployment Server to 11gR2 or 12c Release 2 and the client workstation is on a different local database version.
