Symptoms

E1 service on a Windows Enterprise Server fails to start after upgrading to Tools Release 9.1.0.1.  If trying to use Server Manager to start the service it tries to but then does nothing.  If trying to use the Services applet in Control Panel on the Windows Server the following appears:





Error 1053: The service did not respond to the start or control request in a timely fashion.


When looking at the Event Viewer Application logs the following error is found:
