E1: KER: Unable To Start E1 Service On Windows Enterprise Server After Upgrading To Tools Release 9.1

E1 service on a Windows Enterprise Server fails to start after upgrading to Tools Release 18.104.22.168. If trying to use Server Manager to start the service it tries to but then does nothing. If trying to use the Services applet in Control Panel on the Windows Server the following appears:
Error 1053: The service did not respond to the start or control request in a timely fashion.
When looking at the Event Viewer Application logs the following error is found:
Faulting application jdesnet.exe, version 0.0.0.0, time stamp 0x4ee241da, faulting module MSVCR100.dll, version 6.0.6001.18538, time stamp 0x4cb733e1, exception code 0xc0000135, fault offset 0x0006f1e7, process id 0x17a0, application start time 0x01ccc1a15d7b9911.
