Symptoms

Unable to deploy ESUs using Change Assistant. The process gets to the Install Package step and fails.  When viewing the package deploy details, highlight on the Install Package step that has failed and  review the information on the Activity tab. The messages there state:

Failed to open the key. Access is denied.
