E1: OMW: Not able to Promote/Transfer BSSV Objects after TR 22.214.171.124

Unable to Transfer any Business Service (BSSV) object using Object Management Workbench (OMW) after upgrading to Tools Release 126.96.36.199 or Tools Release 188.8.131.52. The following error message appears in OMW log when attempting to promote the project:

The following error messages appear in the jdedebug.log:
WRK:Starting jdeCallObject OMWEnvironmentContext::EndTransaction() - Rolling back transaction because bCommitOrRollback is FALSE and m_bTrxCommit is TRUE

The issue with promotion of BSSV started after upgrade of Tools release to 184.108.40.206 OR 220.127.116.11.
