E1: WCS: Webcenter Spaces is Unable to Register an JDE HTML Server as Portlet Producer (Doc ID 1456008.1)

Symptoms

When attempting to register a JDE HTML Server as a portlet producer in Oracle WebCenter Spaces, it fails with below message on screen:

Failed to register the portlet producer. Check the log files for further details.
The attempt to register the producer with ID '/oracle/adf/portlet/JAS-WSRP_6341d84b-c72e-4be8-bebb-7b7b49cdfa6d' for connection 'JAS-WSRP' failed.

No Oracle Access Manager (OAM) has been setup.  Does WebCenter Spaces require SSO if OAM is not installed?
