E1: DB: Unable To Re-Attach Planner Databases in EnterpriseOne 9.1

Information in this document applies to any platform.
For EnterpriseOne 9.1 Tools Release 220.127.116.11 install, you are able to detach the local OEE Planner databases but are unable to re-attach them when running the attach_planner.bat file. This issue began after applying TR 18.104.22.168. The following command shows in the command prompt window:
No other errors appear in any log on the Deployment Server.
