E1: DB: Unable To Re-Attach Planner Databases in EnterpriseOne 9.1 (Doc ID 1459973.1)

Symptoms

For EnterpriseOne 9.1 Tools Release 9.1.0.2 install, you are able to detach the local OEE Planner databases but are unable to re-attach them when running the attach_planner.bat file. This issue began after applying TR 9.1.0.2.  The following command shows in the command prompt window:

 No other errors appear in any log on the Deployment Server.
