E1: JAS: Submitting UBEs from Web Client Causes JDBC Connection Leaks

Symptoms
EnterpriseOne is unresponsive or unstable after submitting several UBEs from HTML/Web clients in a short period of time (under 2 min). Monitoring the JDBC connection pool size from Server Manager Console shows that the pool is reaching its maximum size when the symptoms start.
Analyzing debug logs, it is possible to see how some of the connections generated by the UBE submission are only checked in after they are timed out:

This is a new installation on EnterpriseOne 9.1 with Tools Release 9.1.0.3, but the same behavior is seen with TR 9.1.0.2.
In this case, there are high performing Solid State Disks (SSD) which allows users to submit several reports in a few seconds from the HTML/Web clients.
