E1: PKG: ENV: What Causes an Update Package Install to Fail with Error: "Its Pathcode Does Not Match Any of the Pathcodes Already Installed."

Goal

An update package for an ESU was created for each environment DV, PY, and PD. When installing on 3 different workstations, the PD and PY packages will fail on different machines, but work on others. PD works on 2 workstations, fails on another one. PY works on one workstation but fails on 2 others. What is it trying to validate when it gets the validation exception error?

The InstallActions log shows:
