E1: JAS: Error Message "No environment assigned for User/Role" When Logging into HTML Client

Symptoms

Users are unable to login to the newly created JAS environment. The error message that appears on screen is "No environment assigned for User/Role":

The E1ROOT.LOG file has the following error messages:

[DEBUG ]  - [JAS]             No Roles returned for User :JDEUser Env :null
[DEBUG ]  - [JAS]             No Environment assigned for user: JDE

Verify that user JDE has Admin and sysadmin roles; where both roles have the custom J environment and the standard environments assigned.  Tables F0094, F0093 and F00921 should all have the relevant information for the J environment.
