Symptoms

 Attempting to view the output of a UBE (specifically R76A8060 in this case but applies to all UBEs) with the "VIEW CSV" option provided in the Work with Submitted jobs menu, the system prompts the user to open a .txt document, not an Excel document as expected.

Changes

 Issue is seen only when the Decimal Format Character is set to COMMA (,)
