Symptoms

WebLogic servers and Server Manager Agents running on Oracle Linux servers experience frequent "hangs" or delays while running.  In general, WebLogic Server and Server Manager console managing Linux boxes suffer from delays and poor performance when working with WebLogic instances. 

The most notorious delay is the first start of WebLogic servers or NodeManager; where the startup process freezes for 30 seconds and then continues.

Also, the first time the AdminServer console loads, it freezes half way for 30 seconds as well:
