P13700 Equipment work bench

Symptoms

When a user enters search criteria in the header of the P13700, upon clicking FIND, the system returns results to the grid.
The user then selects the Estimate to Actual button in the header section and records the results.
Then the user clears the header search criteria and enters the same criteria in the grid’s QBE line and clicks find; the system returns the same results to the grid.
Again, the user selects the Estimate to Actual button and records the results.
The Results from both tests are completely different.
Finally, the user does the same two tests but this time uses the form exit to Estimate to Actual.  The result again is that the header search yields different results when compared to the QBE search.  The expectation is that each test should yield the same results for Estimate to Actual.
