E1: SVM: Cannot Start or Stop Windows Enterprise Server via Server Manager Management Console (Doc ID 1565211.1)

When the Windows services for the enterprise server are running, the Server Manager dashboard shows the managed instance as being up but the screen for the managed instance shows the instance as being down.  However, there are still runtime metrics available via the screen for the managed instance.  So, basically you cannot use the Server Manager to start or stop the enterprise server.

Uninstalling the Server Manager agent and then re-installing it and re-registering the Enterprise Server did not resolve the issue.

The following error message appears in the log for the Server Manager agent.
