E1: PKG: Update Package Build Not Updating Parent Package and Changes Not Deployed

Information in this document applies to any platform.
When performing Package Assembly and Package Build for an Update Package from a specific Development Client Workstation, the parent package is not being updated. Therefore, even though the reports show that the build was successful, changes are not seen when package is deployed. Issue is not seen when packages are built from Deployment Server or other Development Client Workstations.
The following section is missing from the ClientPkgBuild.log when package is assembled/built from Development Client Workstation:

Wed Jul 31 11:07:00 - Building GBRSPEC/GBRLINK records for UBE or TC
Wed Jul 31 11:07:01 - Update parent package specs 'rdatext' specs for UBE Specs.

Wed Jul 31 11:07:02 - Detaching the local repository on the build machine. This will take some time.

Wed Jul 31 11:07:32 - Copy spec files to the spec location and rename.
