Symptoms

This issue occurs only on BSSV Development Machines running with double-byte character set (DBCS)  eg: Japanese, Korean, and Chinese etc.

When attempting to perform the BSSV Business Function Design in JDeveloper, some operations like Right-Click on the Selected Project and choose the Project Properties etc., the operation fails with the following exception.
