E1: INST: Memory Violation on the Deployment Server Login - Unable to Log into any Environment on New Deployment Server (Doc ID 1600485.1)

Symptoms

EnterpriseOne 9.1 applications release level, TR 9.1.2.2. In this scenario, when customer tried to log into the deployment server in any environment, a Memory Violation occurred and did not allow them to login into the system. This is a new 9.1 deployment server, they can't log into any environment and the latest Planner ESU installed is JM11168. Errors found in the jde.log:

JDB9900306 - Failed to find table specifications
