E1: SEC: Error "eSecUserDisabled. The user account has been disabled! " When Logging into FAT Client (Doc ID 1611379.1)

Symptoms

When attempting to logon to an EnterpriseOne 9.0 HTML /Web client, the following error occurs on screen:

Error Text:

Sign-in Error: User sign in has been disabled. Please contact the System Adminstrator.

When attempting to login on a FAT client using the JDE account, the following error occurs on screen:



Error Text:
eSecUserDisabled: The user account has been disabled!
Please talk to a OneWorld Administrator.

None of the E1 users are able to login to any client; FAT or HTML.   Logging into the Deployment server as JDE to the DEP environment does not work.
