Symptoms
In this scenario, customer is unable to apply ESUs to PD910 which resides on a separate Production Server. UBE R96956002 (XMLP Merge Report) displays "Fail to create F95600 in Target" Error as the print screen below shows:

ODB0000164 - STMT:01 [42S02][-204][2] [IBM][System i Access ODBC Driver][DB2 for i5/OS]SQL7973 - SQL create package for ACTIVCAFJA in PD910CTL has failed.
Note that in this scenario, customer is on AS400 platform with DB2 database, however mind that this issue could also happen for other platforms with Oracle or SQL databases.
