Unable to login to JDEPLAN on the Deployment server it shows the error below:

"ORACLE initialization or shutdown in progress"

*** When using sqlplus, get ORA-12557: TNS:protocol adapter not loadable for sysdba, JDE and sys users.

This implementation is running an Oracle 11.2.0.2.0 database.

Error:  ORA-1208
Text:     Datafile is an old version - not accessing current version
Cause:  The checkpoint in the file header is less recent than in the control file.

Error:  ORA-0312  
Text:    Online log <name> thread <num>: <str>
Cause:  This message reports the filename for details of another message.
Action: Other messages will accompany this message.

Error:    ORA-12557 / TNS-12557
Text:      TNS:protocol adapter not loadable
Cause:    On some platforms (such as OS/2) protocol adapters are loaded at run-time. If the shared library (or DLL) for the protocol adapter is missing or one of its supporting libraries is missing then this error is returned.
Action:    For further details, turn on tracing and reexecute the operation. The trace file will include the name of the shared library (or DLL) that could not be loaded.
