E1: 42: Not Able to Bypass New Line Upon UOM Conversion Error and Able to Save Orders with no Valid UOM Defined or Error Displayed

Symptoms
When sales order line is entered with one transaction UOM and a different pricing UOM and there is no UOM conversion setup, error 42Z1 hard error displays upon saving the order “The order must have at least one line”.
If you then add a second line to the order (could even be a T text line type), and then save the order, there is no error message and you are allowed to save the order. However, when you inquire into the order, line 1 was never created.
E1 is not recognizing Unit of Measure (UOM) set up or mismatch.
