E1: 42: Partial Shipment of ST allows Receipt of Backordered OT Quantity (Doc ID 1619147.1)

Currently when you enter a transfer order and an ST line goes on backorder the OT can still be received. The client entered an ST order with 3 lines, 2 where shippable and 1 backordered.  When the receiving branch went to received the order they have the processing option set to prefill the option column and they received all 3 lines when only 2 had been shipped.  There needs to be a way in the system to stop this from happening.                   
One idea is to set the OT line of the backordered item to a different status and then add a processing option behind backorder release that moves the status of that line to a receiving status once the ST line has been release from backorder.
