E1: 32: No Cross Segment Edit Rule (CSER) Error being given with Optional Segments (Doc ID 1619434.1)

Symptoms

No Cross Segment Editing Error is being given when a validation rule against Optional Segments is broken.

STEPS TO REPRODUCE
==================
1.Create Configured Item TCCFGP (STKT=C, LNTY=W).
2.Locate a configured item UDC that does not have blank values, e.g. 32/CL.
3.Add three Optional segments to TCCFGP referencing each UDC as follows:
100=32/CL
110=32/CL
120=32/CL
.
4.Add Cross-Segment Editing Rule as follows:
I 100 seg 1 EQ *BLANKS
A 110 seg 2 NE *BLANKS
* 120 seg 3 EQ RED
.
5.Raise a Sales Order for 1 x TCCFGP.
6.In P3210, Select Segment 110 = any answer.
7.Click Validate and note no Cross Segment error is given despite us having broken the rule that Segment 120 must be populated with Red in this instance.
