On EnterpriseOne 9.1, you have installed the Oracle DB Patch listed in the instructions in <Document 1453883.1> - Oracle Security Alert for CVE-2012-1675. After making the configuration changes documented in 1453883.1, you are no longer able to start the E1Local service nor login to E1 and the Listener does not start for E1Local database.
