E1: FDA: Event Rule Validation Says "Success" When There Is Corrupt ER Code (Doc ID 1620216.1)

Symptoms

Various functions, related to displaying the name of a control, do not have the same available object lists.

Although the ER code is missing one or more parameters, the validation is successful.
This is happening for numerous objects, for assignment statements, Table I/O, BSFN parameters.
Having a MISSING_NAME in ER code and doing File-->Validate Event Rules the result is "Success".
Issue exemplified with standard P09E2011|W09E2011G in event "dialog is initialized".
