E1: 30: Re-occurring IS Journal Entries on Rerun of R31802A (Doc ID 1624575.1)

Issue #1 : No A1 costs exists in Enter Change Cost Components (P30026) because the bill of material (BOM) contains a component with zero Enter Change Item Cost (P4105) (F4105) cost.
Issues, Hours and Quantities and Completions are recorded and quantities are scrapped in Completions (P31114) against a work order for the parent.
Manufacturing Accounting (R31802A) creates correct journal entries of IC,IH,IM and IS in the F0911 during the first run.  If the R31802A is run over this work order again and again, IS entries keep being generated this is incorrect.

Issue #2: R31802A (small runs) ends with a valid error for one work order.  However for this order, the F3102 records are still created for actual and completed amounts and units.
F3102 becomes corrupted because the F3102 table is updated with costs incurred even though the transactions are not truly posted.
The next time R31802A runs, it incurs the costs again and if the error still exists in the batch, the same thing occurs and Actual costs are doubled or tripled from actual.
Costs continue to accumulate until the error is fixed.
Larger R31802A executions, an open Cursor for cache error is displayed in the work center error messages.  
The valid errors in a work order prevents creation of the G/L batch despite valid transactions and for the order in error, F3102 are still created when they should not.
Each time R331802A is run with the error present, the F3102 is getting updated with Actual units and Dollars but the G/L is not created.
