E1: 31A: Unexpected Rounding Up on Unaccounted Qtys (CTS1) for Issued Qty in F3111

Release 9.0 and forward Unexpected rounding up on the unaccounted unit field (CTS1)for the issued quantity in Parts List File(F3111).

Steps to duplicate:
1. Create a component with primary UOM as EA and component UOM as KG
2. Conversion is 1 KG = 50.955 EA
3. Add this component to BOM of mfg item in ratio 1:1.
4. Create work order
5. Issue the material in primary UOM rather to component UOM. Example, issue 200 EA
6. As per conversion it should be 3.92 KG
7. In F3111 transacted quantity is 3.92 which is correct. But in CTS1, unaccounted units have been updated as 4
8. The system is rounding off the issued quantity in CTS1 field
