Symptoms

On : 9.1/9.1.4.3 WAS 8.5.5.1 version, Interop - RTE

When attempting to process an outbound event after it has been picked up from F90710 table the TS fails to submit to the JMSqueue.
the following error are shown in the RTE logs.

The issue can be reproduced at will with the following steps:
1. Configure RTE for 9.1.4.1 (issue was reproduced on all currently available 9.1.4.x Tools Releases)
2. Submit an outbound event
