E1: UPG: Unicode Conversion Error with Oracle Database using UnicodeDataConv.exe from Tools Release 9.1.4.x (Doc ID 1635549.1)

Symptoms

When doing the Unicode Conversion on an Oracle Database, the UniDataConv.xml script is created correctly, but when running the UnicodeDataConv.exe on screen the get a pop-up error:

Exception: refer to the log error message. But there is nothing in the UniDataConv_Log.

Looking at the function created in the database, they see this error:

PLS-00103: Encountered the symbol "┐"
ERROR  103

The same type of error with an unrecognized symbol happens in test with both the Oracle 11G and 12C database.

They can get the Unicode Conversion to work if they use the UnicodeDataConv.exe from an earlier Tools Release like 9.1.3.4 or 9.1.0.1
