When entering an order through the shopping card in CSS portal the available and committed quantities in the F41021 are not updated when the user drops of the detail line. Only once the user clicks Checkout to place the order is the Availability updated.
The problem is if there is another user entering an order for the same item at the same time, before the first user clicks on the "Place Order" button.
In that case, the quantity could not be available anymore, but the system still processes the order without backordering or any warning messages and the result is negative availability.
