Symptoms

When doing parent scrap and completing an 09 actual cost parent, the Cardex and GL do not reconcile.

STEPS TO REPRODUCE

Enter a 09, inventory cost level 3 parent.  
Enter one 02 cost component for $10 / one per on the BOM
Enter routing with one step / 1 hour / 02 frozen cost $12.50

Enter a work order 513308 for QTY 1.
Issue material, enter and update 1 hour labor
Scrap 1 parent item
Enter and update 1 more hour labor
Complete 1.
Run R31802A

Enter a work order 513383 for QTY 1.
Issue material, enter and update 1 hour labor
Scrap 1 parent item
Enter and update 1 more hour labor
Complete 1.
