E1: ENV: Error "File can not be accessed" and "Processing Option Version is invalid" when Using Any E1 Application

Information in this document applies to any platform.
On EnterpriseOne 9.0 users are unable to use any application. Users get the following on screen:
Processing Option Version is invalid
File can not be accessed
The following errors are found in these logs:
These error messages are repeated throughout the logs and for different tables. This happens in any standard application: P17730, P4310, P48201, P4101, P17730 but only in the one environment (production) and to all users. All other environments are working.
Moving data from one environment to another or uploading external data can cause an issue such as the one described here.
