E1: 31P: F4801T.RACM Incorrect After Partial Issue and Changed Cost Ledger

At WO Creation OACM and RACM are populated with the Amount of Line Type S Components to be issued. Average Cost Components going in to an actual cost ETO related WO ay incur Cost Ledger Changes after Parts List creation and prior to issue.. The remaining quantities to be issued should be driving RACM.
If a PO has a partial receipt an amount different to the Commit unit amount the quantity remaining drives the open commitment, likewise his should be the case to WO’s. Both impact Job Cost Estimate to complete.
After a partial issue the RACM is shown as zero, and there is a quantity remaining to be issued
RACM should be recalculated recognizing inventory transactions (issues) that have occurred, and the remaining quantity on the order. And the related F43199 and F0902 amounts/units should be correctly populated.
It was observed (in a separate test) if the Component required quantity is changed (post parts list attach), the RACM and OACM and related files (F43199 and F0902) are correctly updated by P3111.
The issue can be reproduced at will with the following steps:
1. Create Base Project and link to Job Cost, with accounts etc.
a. Cascade Job info into ETO
2. Define WO, for FG (shippable) 1 WO
3. Order Process Base Project
4. Review Commitment related Amounts
5. Change Cost Ledger Value (02)
6. Perform Partial Issue of Line Type S product
7. Run manufacturing Accounting and Post batch
8. Review Commitments
