R12807 generates an error when Model WO contains no parts

R12807 generates an error # 2741 "Bill of Material not found" in the Work Center when there are no parts on the Model WO.
Sometimes Model WO BOMs do not contain parts, only labor instructions and a Model WO with no parts is still a valid Model WO.
R12807 generates Assigned WO for such a Model WO. R12807 report looks normal. Everything looks fine. But in the WC it creates an error which is annoying for users..

Steps to reproduce:
1) Create new or take existing Model WO with Standard BOM. Remove any parts from BOM. Leave only Standard Labour details.
2) Put that Model WO on the PM. Or find existing PM with this Model.
3) Run R12807 for that Equipment. Or click Create WO from the PM Backlog.

The error appears in the WC.

If I add at least one part to the Model BOM - the error goes away. If I remove the part - the error is there
