E1: 41: Enhancement Give Users the Option to Make Error ID 121D-Item Branch Record Not Found a Hard Error

Symptoms

Customer requests that Error ID 121D-Item Branch Record Not Found WARNING be able to be configured as either a warning or a hard error.  Currently, it is defined in the Data Dictionary as a warning.  If the transaction is mistakenly accepted, a new item branch record will be created with default values that may be incorrect. 

This leads to issues with costing and other transactions due to category codes not being changed for the branch.  This can in turn have a negative impact on the General Ledger as well as reporting.  A processing option could be added to the various programs to prevent new item branch records from being created, or a system constant could be created to prompt either a warning (as it is today) or a hard error when a new item branch record would be created in a transaction.
