E1: 09E: The find fails on the P09E2011 when the designee has more than 136 employees

Symptoms
When a user is set up as a Designee for several employees, when trying to click Find on all 'All Expense Reports' available in P09E2011 will get the error:
'Unknown Exception: class java.lang.reflect.InvocationTargetException->Null'.
Steps To Duplicate:
------------------------
1. Setup a designee for more than 136 users
2. Enter multiple expense reports for each user
3. Go to the P09E2011 and click on find to see all the visible expenses for the specific designee
4. The error is returned as the limit of a SELECT query is over 1024.
