Users will incorrectly let today's date default into their changes, then when they discover they used the wrong effective date, have gone in and changed the record again with the correct effective date. When another user reviews the history P050242 Employee History Inquiry or runs the R080423 Employee History Inquiry report it is very confusing since it cannot be determined which change went in first.
The sequence is meant to differentiate if the same data item is changed twice with the same effective date. There is a Date Updated audit field but no time (or a UKID). The real order if done on the same Date Updated could not be determined.
