R078504/R89078502 (ADP Quarterly File)

The ADP Quarterly File process R078504/R89078502 does not utilize the School Code (SCDC) value during the lookup of 4-digit ADP Local codes from the F078504 (Local ADP Code) table. Currently this functionality requires that two 'N' school/local tax type records be setup: one that has the SCDC populated for the Periodic process to reference, and one that does not have an SCDC populated for the Quarterly process to reference. There are instances where a given tax area's local 'N' tax type contains two school codes that each have different 4-digit ADP local codes (as derived from ADP) and so an F078504 record cannot be created without an SCDC value because the 4-digit Local ADP code is SCDC-specific in this case. Since R89078502 does not utilize the school code a distinct F078504 record cannot be determined and results in a PA9999 record. This can occur in multiple states, but is mainly in Pennsylvania such as tax area 390033040 (Baldwin Whitehall) that has two school codes (2745 and 2110).
