ACTUAL BEHAVIOR

When using the Partial Receipts functionality and advancing the weigh tag status from Draft to Closed the operation does not generate a Purchase Order and Receipt to account for the received quantity..

When using the partial receipts functionality in grower weigh tag operation, taking the status from Draft directly to Closed causes the weigh tag to close without creating a purchase order or receiving the product. The partial receipt flag should cause the receipt to happen when the status is moved to any status beyond draft. It does work as expected if status is moved to Active before going to Closed. But if the status is moved from Draft to Closed, then the receipt does not happen.

EXPECTED BEHAVIOR

Either the WT must create the Purchase Order and Receipt OR the user must be prevented from changing the status directly from Draft to Complete.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.Set up a valid Block and Harvest record.
2. The Configured Operation PWT is set up for Partial Receipts entry.
3. Enter a PWT operation at status = Draft.
4. With out moving the operation to any high status move it directly to Closed.
5. View the operation and take the exit to View Receipts note that no Receipt is listed.

BUSINESS IMPACT

Due to this issue, users at at risk of Closing WT without out generating a Receipt for the material received.
