E1: 41: Error "No Existing GL Records" when Running R41500 and Using Localization (Doc ID 1904054.1)

Symptoms

When the user has a Localization Country Code value populated in the User Profile, the R41500 report issues error ID 3036 "No existing General Ledger records". When the Localization Country Code = blank, R41500 is able to find the F0911 records correctly and does not issue error ID 3036.
