Issue Clarification:

*BLANK evaluation in CSEs is wrong when using optional numeric segments.  Cross Segment Edit Rules (CSERs) are not correctly editing for a 0 value when
using optional numeric values. CESRs are evaluating the value of '0' in an optional numeric segment to be the same as the segment being blank.
