E1: KER: UBEs Do Not Run Concurrently As Expected On Enterprise Server (Doc ID 1912020.1)

The Enterprise Server is configured with 5 different job queues. The number of concurent UBEs defined for each queue is as follows: 1, 6, 6, 12, 9 (total 34 UBEs).
The number of total UBEs processed are 2 to maximum 10 UBEs.
All other UBEs are in waiting status.
There are 12 UBE kernels configured.
However, the number of runbatch processes running concurently during the peak hours when all 34 maximum jobs should run, are not exceeding 2-4 processes.
