E1: 49: OTM: No F49211 Records For Backordered Lines At Partial Ship Confirm (Doc ID 1913276.1)

When partially ship confirming a sales order that has been sent to OTM and has gone through Transportation arranged then
the split order lines that are backordered during ship confirm are added to the the F4211 and F49T211, but they are not created in the F49211 table.  
The original order lines do exist in the F49211. This happens when Transportation (SY49) and Bulk (SY41B) are deactivated.
