On : 9.1 version, Case Add/P90CG504 or Speed Case Entry (Add Mode)P90CG601

When a case is created but not assigned, users under a provider group's distribution list do not receive an email. If an assignee is entered in the case and saved, the user does receive the email. According to note 1477345.1 this functionality should work.
