E1: XMLP: Empty Section Tag or Empty Node Removed in XML Source Starting From Tools Release

UBE generation sometimes add empty nodes into the XML source.  This can cause problems when the XML source is sent to BIP for processing.
In previous code fixes, some types of XML nodes were determined to be empty, so they were skipped and not added to the XML source.
For some other types of empty nodes, it cannot be determined whether or not they will have data added or remain empty.  They must be added to the XML source at the time that they are created.  When the XML source createtion has been completed, some of the those nodes remain empty.
