E1: 31B: No Barrels Written When VBT Inplace Op Is Closed from ACTUAL Status (Doc ID 1921544.1)

E1 9.1 / P31B96 Speed Operation Update

When closing (status = CLOSED) an Inplace VBT operation from status ACTUAL, no barrels are written to the VBT Details (F31B101).
If the Inplace operation is closed from status ACTIVE, the barrels are written to the VBT Details.

Workflow Validation contains a logic error which causes auto recording of VBT actuals to be skipped when the operation status
is moving to CLOSED from an ACTUAL status.

Steps to Reproduce:
1. P31B81 Create Expense Spread operations over 3 VBTs.
2. P31B96 advance the operation statuses to ACTUAL
3. P31B96 advance the operation statuses to CLOSED.
4. Inquire on F31B101 and notice that no barrels have been written for the 3 INPLACE VBT operations.
