On : 9.1 version, Engineer to Order P31P001

ACTUAL BEHAVIOR
---------------
E1: Service Order R31P301 actual cost update not updating to workbench.

  Actual labor reported on a Service order inside a project should be rolled up to the project tasks on running R31P301.  Run R31P301 for data selection of service work order - PDF shows blank. Check project service work order task and see Actual Labour still blank.

EXPECTED BEHAVIOR

Actual labor reported on a Service order inside a project should be rolled up to the project tasks on running R31P301.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1)  Enter a Project with non production SV task in P31P001.
2)  Add a Service order routing with a B1 cost type with estimated hours.
3)  In P311221, Add labor hours.  Run R31322 to proof labor entries.  
4)  Make sure version of R31422 is set to default subledger to SVO number and create JEs.
5)  Check batch in P0011, 0 type batch, for labor journal entries.  
6)  See JEs  and notice subledger and subledger type populated with service order number.  
7)  Check Cost classifications are set up by material and labor credit accounts in P31P301.  
8)  Run R31P301 for data selection of project number - PDF shows actual material but not labor.  
9)  Check project SVO task and see Actual Labor is still blank.  No obvious setup fault found.

Due to this issue, users cannot roll-up actual costs for service orders to workbench.
