ACTUAL BEHAVIOR
---------------
Currently user is able to complete a manufactured parent item to a Work Order when it's sub assembly (also a manufactured component) is on lot hold.


EXPECTED BEHAVIOR
-----------------------
System generate an Error if the sub assembly is on hold

Steps to Duplicate:

1. Create two lot controlled manufactured items, one being the parent and the other being a manufactured component
2. Create one lot controlled purchased item
3. Create a BOM for the parent with one sub assembly and the purchased item
4. Add a work order for the parent item creating two work orders for the parent and manufactured component
5. Attach the parts lists for the both work orders
6. Complete the sub assembly to a lot that is on hold
7. Complete the parent with the sub assembly still on hold but the system does not error and allows the parent finished good to get completed
