E1: MOBJ: Converting RTF to HTML Text Producing Garbage for Czech, Chinese and Special Characters (Doc ID 1929002.1)

Symptoms

Text attachments were switched to use the HTML format rather than the RTF attachments created when using ActiveX controls by changing the SupportActiveXIE ini setting to false in Server Manager.

RTF to HTML conversion fails to convert certain non-ASCII characters. This issue occurs both when using the conversion program P98MOHTM for mass conversion and when using the on-demand conversion process where users are accessing existing text attachments and selecting to accept the conversion.  During the conversion process special characters like the euro sign, Czech characters or Chinese / East Asian characters are not converting correctly. For example the euro sign is coming as Ђ .

Also when trying to view such text attachments in the application, on-demand conversion will fail and below error might appear on-screen:
